Brisbane office...serving Queensland
Working with you...
The Brisbane office provides advice, guidance and services on certain human resource and management issues to Commonwealth departments and agencies, and their employees within Queensland.
The Brisbane office carries out statutory functions on behalf of the Public Service and Merit Protection Commissioners and offers a range of quality people management strategies and career development services to all public sector managers and staff.

The Brisbane office regularly runs learning and development programmes for members of the APS in Queensland. These, like all APS Commission training, can be delivered in-house.
We provide training in:

- APS Systems of review.
The Brisbane office can also organise and coordinate APS Commission Leadership, Learning & Development (EL and APS 1-6 series) training activities.

Networks
People Management Network
The Queensland People Management Network is comprised of Australian Government human resource and learning & development managers and practitioners. The aim of the network is the promotion of open and frank collaboration amongst Agencies by:
- organising workshops with guest speakers/facilitators of interest to the wider membership (on a cost recovery basis);
- raising awareness of research and analysis in the HR and or L&D field in order to broaden understanding;
- encouraging partnering and information exchange between Agencies on HR requests and projects;
- improving communication; and
- encouraging a whole of government approach to HR issues.

ExecNet
ExecNet was established in recognition of the need for senior officers in Brisbane for professional development that is appropriate to their needs, interests and circumstances and for the opportunity to network with peers outside their own organisation. The activities of ExecNet were designed to meet the needs of Executive level in the public sector in Queensland.
The APSC in Brisbane is currently in the process of re-establishing and re-invigorating ExecNet – watch this space for further details. In the meantime, please contact the Brisbane office on 07 3004 0777 or email apscbrisbane@apsc.gov.au to nominate your interest in joining the network and to enrol on our distribution list to be notified of upcoming events, seminars and training programmes.
NQNet
The NQNet is a network of senior representatives from APS and some State Government agencies located in Townsville and serving the North Queensland area. NQNet was established to promote and facilitate the exchange of information and best practice strategies with a view to providing better public administration and to develop and maintain a high quality programme of training activities.

Brisbane APS Indigenous Employment Network (BIAPSEN)
The steering committee of this indigenous network has a role in the identification and exploration of local issues relating to employment, development and retention strategies for indigenous staff in the APS. The committee comprises representatives from a range of APS agencies, and aims to improve indigenous employment outcomes in the APS in Queensland.

Indigenous employment project
This project aims to assist the APS Commission and agencies to develop a range of activities, services and products to help attract, recruit, develop and retain Indigenous employees.
As a part of this initiative, meetings of Indigenous APS employees were held in Brisbane and Townsville, with a view to encouraging the establishment of Indigenous APS Employment Networks in both localities. The broad objective of these networks will be to provide opportunities for Indigenous APS employees to have input into and discuss Indigenous APS employment policy and related issues. The networks will also provide an opportunity for Indigenous APS employees to network with their peers and discuss issues that may be directly impacting upon Indigenous people in the workplace.
Selection and recruitment services
Statutory responsibilities
The following statutory functions are carried out by the Brisbane office:
- Review of promotion decisions
- Review of other employment actions including breaches of the APS Code of Conduct
- Convene Independent Selection Advisory Committees
- Initiate investigation of whistleblowing complaints
On behalf of the Merit Protection Commissioner, regional employees undertake Independent Selection Advisory Committees (ISACs). An ISAC is an independent three member committee that makes recommendations about the suitability of candidates for engagement at, promotion to, or assignment of duties at, classifications included in APS Classification Groups 1 to 6.
On behalf of the Public Service Commissioner, regional employees also participate in staff selection processes at EL 1/2 and APS level 6 and below, as well as scribing for non SES selection panels.
Review of Actions
Useful references
Local staff are available to fulfil the Merit Protection Commissioner's statutory functions such as conducting Promotion Review Committees (PRCs) and Reviews of Actions, and providing advice on procedural questions where appropriate.
The APS Commission can provide information to agencies and individuals about promotion review and review of actions generally; however, the APS Commission cannot give advice on whether an application for review should be lodged in a particular case or particular circumstances. Additionally, on a fee-for-service basis, the APS Commission can assist agencies by providing staff who are trained mediators. Where a matter is not settled by mediation, any APS Commission employee who acted as the mediator would not be involved in any subsequent review of the case.
Dispute resolution
On behalf of the Public Service Commissioner, regional and specialist staff offer conciliation and conflict resolution as part of an alternate dispute resolution strategy that agencies can employ.
Wide ranging consultancy services
On behalf of both the Public Service Commissioner and the Merit Protection Commissioner staff offer a range of consultancy services consistent with the role of the Commission and the MPC. These include promoting, consolidating and reinforcing APS values such as merit and procedural fairness.
Career advisory services
The APS Commission provides a career advising service for APS employees who are facing retrenchment or have been approved by their agency to access career transition services. The service, available to employees who are referred to the APS Commission by their agency, focuses on providing either short-term intensive or one-off career advising sessions to individuals or groups, but can also provide a programme specifically designed for an individual. The career advising sessions are designed to assist individuals to identify strategies and options they may wish to pursue and are tailored to the needs of the particular individual.
