Please note: A fax registration is not confirmed until a formal email response is received.
The Learning and Leadership (L&L) unit coordinates and delivers a range of programmes in Victoria and Tasmania. These cover specific skills, personal development and management development relevant to effective performance by APS employees.
Programs on the Calendar of programmes are open to all APS employees. Dates for our programmes are available below. To register for a particular programme, just use the registration form or register on-line.
L&L can also develop proposals for in-house delivery of any of the programmes, or for delivery of other Commission programmes designed for staff at APS Levels 1-6 and from the Executive Series.
Programmes can also be tailored or adapted to suit agency needs.

Australian Government Leadership Network — Victoria
Annual Awards 2008
The winners of the Australian Government Leadership Network Victoria (AGLN-V) 2008 Innovation and Leadership awards are the Australian Fair Pay Commission Secretariat (AFPCS) and the National Institute of Clinical Studies (NICS). The announcements were made on 5th December 2008 at the AGLN-V’s Awards function held at the RACV Club, which attracted 70 guests from 15 different APS agencies.
Selected from a high quality field that included entries from the Australian Communications and Media Authority (ACMA), the Australian Quarantine and Inspection Service (AQIS), the Australian Taxation Office (ATO) and the Defence Materiel Organisation (DMO), AFPCS won the Innovation Award for its “Innovation in Consultation” project—for innovation in developing and implementing a national consultation strategy which engaged the Commission’s stakeholder organisations and those directly affected by its decisions—while the Leadership Award recognised NICS for leadership demonstrated in the National Organ Donation Collaborative and in developing and delivering the Fight Flu campaign.

Victorian People Management Network (formerly HR Network)
The People Management Network is a forum for managers and practitioners to meet and exchange information. Meetings are held quarterly, with the format generally a short presentation on a topic of interest, followed by discussion on HR issues. This is also an opportunity for networking.
Meetings are generally of two hours duration.

Indigenous APS Employees Network – Victoria
IAPSEN is dedicated to helping Indigenous Australians improve their employment opportunities within the Australian Public Service.
IAPSEN was established as an Australian Public Service Commission initiative in response to a need for Indigenous APS employees to have a means of networking with each other.
IAPSENs provide an important mechanism for Indigenous employees to support each other, share information and experiences and promote cultural awareness and respect in the wider APS.

Merit and selection services
On behalf of the Merit Protection Commissioner, regional employees undertake Independent Selection Advisory Committees (ISACs). An ISAC is an independent three member committee that makes recommendations about the suitability of candidates for engagement at, promotion to, or assignment of duties at, classifications included in APS Classification Groups 1 to 6.
On behalf of the Public Service Commissioner, regional employees also participate in staff selection processes at EL 1/2 and APS level 6 and below, as well as scribing for non SES selection panels.
Merit protection and review
Useful references
The Australian Public Service Commission has a key role in providing independent external review of actions affecting individual APS employees. This role assists in giving effect to the policy of the Australian Government that APS agencies should achieve and maintain workplaces that encourage productive and harmonious working environments. It also helps to provide a fair system for review of decisions for APS employees.
The Commission's functions are not limited to the APS. On a fee-for-service basis, we can provide employment-related functions for State and Territory departments and authorities, local government bodies, private corporations and bodies and for Commonwealth authorities whose employees are not engaged under the PS Act.

Review of Actions
Local staff are available to fulfil the Merit Protection Commissioner's statutory functions such as conducting Promotion Review Committees (PRCs) and Reviews of Actions, and providing advice on procedural questions where appropriate.
Career advising service
The APS Commission provides a career advising service for APS employees who are facing retrenchment or have been approved by their agency to access career transition services. The service, available to employees who are referred to the APS Commission by their agency, focuses on providing either short-term intensive or one-off career advising sessions to individuals or groups, but can also provide a program specifically designed for an individual. The career advising sessions are designed to assist individuals to identify strategies and options they may wish to pursue and are tailored to the needs of the particular individual.
