Working with you...
The Perth office provides advice, guidance and services on certain human resource and management issues to Commonwealth departments and agencies, and their employees within Western Australia.
The Commission in Perth has a number of ongoing staff (and the ability to call on a bank of Regional Advisers) to assist when required. The majority of these advisers are experienced current and former Commonwealth and State public servants who bring special expertise to a variety of special projects.

Learning & development
Our calendar for 2008 is now available as part of our national programme calendar
The Commission is uniquely positioned to understand the challenges and culture of the APS and provide you with a wide range of leadership activities and training programmes carefully designed to help your agency and staff. Participants on our programmes have the opportunity to:
- see and learn from other APS attendees
- broaden their view by interacting with different people with different perspectives
- build a network of APS employees in similar roles, and
- access contemporary content from presenters that understand the challenges and culture of the APS

The APS Commission are proud sponsors of the Public Sector Fellowship Program along with the John Curtin Institute of Public Policy at Curtin University and IPAA WA. The fellowship programme provides an excellent opportunity for all middle and senior managers in the APS to utilise the extensive facilities and support of the university for research conducted over a 13 week period, whilst still being paid by their home organisation. The latest in an outstanding array of fellows to present their findings is Michael Eagle from the Australian Valuation Office. Indigenous employment news
WA Indigenous APS Employees Network -
The WA IAPSEN provides an important mechanism for Aboriginal and Torres Strait Islander employees to support each other, share information and experiences and promote cultural awareness and respect in the wider APS. These are fundamental values that can profoundly affect how a person feels about their job, and influence them in their career aspirations. Employee networks also play a major role in supporting APS recruitment, retention and development initiatives.
Role
- To advise the Australian Public Service Commission on local action to further the National Indigenous Employment Strategy;
- To act as a vehicle for strategic alliances and partnership developments;
- To plan and develop strategies to enhance opportunities for Indigenous employees in the APS in WA; and
- To promote membership of the Indigenous network to APS employees.
Networks
People Management Network
The People Management Network was established in 2006 for all APS Human Resource Managers and Practitioners in WA. It is coordinated and supported by the APS Commission. The purpose of the Network is to:
- Share human resource knowledge, ideas and experiences, including best practice initiatives;
- Exposure to contemporary and innovative human resource developments; and
- Develop collegiality, informal networks and peers.

Women’s Interagency Network
Endorsed by the Regional Directors Network (WA) Executive Committee the Women’s Interagency Network connects and unites female employees of the Federal and State Governments in Western Australia.
An ‘all of Government’ approach to achieving shared goals and an integrated response to addressing gender based issues across both State and Federal Agencies, the network aims to:
- create networking opportunities
- encourage leadership development
- enhance work/life balance
- provide interagency mentoring.
Around 30 agencies are represented on the network.
This network is supported by the Australian Public Service Commission.

Australian Government Leadership Network (WA) Executive Committee
This Committee comprises Regional Directors and other senior APS managers in WA and aims to promote and support:
- Leadership development;
- Peer support;
- Exposure to innovative and fresh thinking;
- Bridging the isolation and equity gaps of senior managers in WA;
- Collegiality and informal opportunities to socialise; and
- A forum for the sharing of knowledge, experience and ideas.

Selection and recruitment services
On behalf of the Merit Protection Commissioner regional employees convene Independent Selection Advisory Committees (ISACs). An ISAC is an independent three member committee that makes recommendations about the suitability of candidates for engagement at, promotion to, or assignment of duties at, classifications included in APS Classification Groups 1 to 6.
On behalf of the Public Service Commissioner, regional employees also participate in staff selection processes at EL 1/2 and APS level 6 and below, as well as scribing for non SES selection panels.
Wide-ranging consultancies
On behalf of both the PSC and MPC staff offer a range of consultancy services consistent with the role of the Commission and the MPC. This includes promoting, consolidating and reinforcing the APS values such as merit and procedural fairness.
Merit protection and review
Further information on merit services provided by the Commission:
The Australian Public Service Commission has a key role in providing independent external review of actions affecting individual APS employees. This role assists in giving effect to the policy of the Australian Government that APS agencies should achieve and maintain workplaces that encourage productive and harmonious working environments. It also helps to provide a fair system for review of decisions for APS employees.
The Commission's functions are not limited to the APS. On a fee-for-service basis, we can provide employment-related functions for State and Territory departments and authorities, local government bodies, private corporations and bodies and for Commonwealth authorities whose employees are not engaged under the PS Act.

Review of actions
Local staff are available to fulfil the Merit Protection Commissioner's statutory functions such as conducting Promotion Review Committees (PRCs) and Reviews of Actions, and providing advice on procedural questions where appropriate.
Career advising service
The APS Commission provides a career advising service for APS employees who are facing retrenchment or have been approved by their agency to access career transition services. The service, available to employees who are referred to the APS Commission by their agency, focuses on providing either short-term intensive or one-off career advising sessions to individuals or groups, but can also provide a program specifically designed for an individual. The career advising sessions are designed to assist individuals to identify strategies and options they may wish to pursue and are tailored to the needs of the particular individual.
